Soviet of the Union

Soviet of the Union (Совет Союза in Russian, or Soviet Soyuza), was one of the two chambers of the Supreme Soviet of the USSR, elected on the basis of universal, equal and direct suffrage by secret ballot in accordance with the rule that there be 1 deputy for every 300,000 people. As opposed to the Soviet of Nationalities, the Soviet of the Union represented the interests of all of the people of the USSR no matter what their nationality was.

The Soviet of the Union had the same rights and competence as the Soviet of Nationalities, including the right for legislative initiative.

Soviet of the Union used to elect a chairman (who would lead the sessions of the chamber), his 4 deputies and permanent commissions: Mandate Commission, Commission on Legislative Suppositions, Budget Planning Commission, Foreign Affairs Commisssion, Youth Affairs Commission, Industry Commission, Transportation and Communications Commission, Construction and Industry of Building Materials Commission, Agricultural Commission, Consumer Goods Commission, Public Education Commission, Healthcare and Social Security Commission, Science and Culture Commission, Trade Commisssion, Consumer Service and Municipal Economy Commission, Environmental Commission.
